ACCESSIBILITY OF NATIONAL HEALTH GUARANTEE-HEALTH INDONESIA CARDS (JKN-KIS) FOR FAMILY SCENARIES IN HEADQUARTERS IN TPA CIPAYUNG - DEPOK

Abstract

Depok as one of the most populous cities in the Jabodetabek area which is currently inhabited by around two million people, has problems as a result of the large population, one of which is the population with a poor category that is increasing every year. According to Depok City BPS data, since 2013 the poor population was recorded at 45,912 people or 2.32% of the entire population of Depok City. In 2014 with 47,950 people or 2.32%, in 2015 the poor population increased to 49,970 people or around 2.40% of the total population of Depok City. In 2016 the poor population in Depok City increased to 50,560 people or around 2.34%, and in 2017 it increased to 2,000 people to 52,338 people. The increasing number of poor people in Depok is not matched by the availability of jobs, causing these community groups to make a living in various sectors, one of which is as a scavenger in the final processing area of Cipayung. In 2018, the production of waste produced in Depok ranges from 750 tons to 800 tons per / day. However, in 2019 that number will increase to 1,300 tons per day or increase by 61.53%. Waste management in Depok City is carried out by the community from the household level to the processing at the Cipayung Landfill, Cipayung Depok.This study aims to analyze the Accessibility of the National Health Insurance-Indonesia Healthy Card (JKN-KIS) for Female Head Scavengers of Households in the Cipayung Landfill in Depok City. The research method used is qualitative-descriptive. In determining informants, using purposive procedures with the number of informants 1 TPA management and 5 female scavengers head of household. The results showed that JKN-KIS accessibility in terms of service availability, location accessibility was good but for accommodation (waiting time), affordability of unexpected costs and services for PBI-KIS could not be carried out to the maximum. Depok City Government can use Dynamic Governance thinking techniques namely Thinking Ahead, Thinking Again and Thinking Across to support the success of the Healthy Indonesia National Card-Health Insurance Program (JKN-KIS).
