In Joko<br />Widodo‟s government focus on protection of citizen becomes priority. In addition the government also focuses<br />on maintaining Indonesia‟s sovereignty and intensifying economic diplomacy.The Foreign Ministry translates of<br />what concept of people-oriented foreign policy becomes pro people diplomacy and down to earth diplomacy.<br />What is the meaning of this concept and what are implications of the policy are investigated in this research. In<br />order to understand the policy this research looks at some cases of migrant worker particularly in Malaysia.<br />The research uses qualitative approach with descriptive analytic in nature. Data collections for the research are<br />interview, observation, documentation studies and focus group discussion. Source of data was collected from<br />Indonesian Foreign Policy Ministry, Indonesia‟s‟ diplomatic office in Kuala Lumpur and Johor, Malaysia. Data<br />analysis for the research is also used qualitative approach. Research found that Foreign Ministry set up<br />strategy to achieve people oriented foreign policy focus with concept of people‟s diplomacy. Protection citizen<br />set in priority with enlargement of organization and fund increased. It shows there is sense of urgency in<br />application to protect Indonesia‟s overseas particularly migrant worker. Soeharto was the second Indonesian President who was also a towering statesman. The<br />late former president successfully implemented pragmatic actions to achieve his planned mission and vision.<br />Soeharto embraced the western democracy spirit but he limited its implementation, following his own mould.<br />His leadership capability has brought Indonesia to a level that remains hardly imitable by other leaders of his<br />time or contemporary ones. As such, to serve as lessons, his ruling ideas and development management are<br />exemplary practices that are necessarily and suitably to be analysed by non-Indonesians. A research on one (1)<br />term of governance that focuses on a collection of Soeharto‟s “New Year Speeches”, “Independent Day<br />Speeches” and “Party Speeches” was initiated to identify his ideas of governance and inclination in carrying<br />out development. It was discovered that Soeharto used the Independent Day (Nationhood Speeches) as the most<br />significant speeches which required attention. On the other hand, his “Power-Oriented” speeches dominated<br />the values in development In conclusion, leaders with governing ideas and dynamic development leadership are<br />very much needed. The society also needs to strengthen their attitude. Reinvigoration of competent local wisdom<br />is also needed as a sustainable development tool. It also identifies and potentially fills gaps in the Indonesian cyber security policy. In order to achieve this objective, the study commences with a comprehensive review of the research and relevant government documents. A number of in-depth interviews were conducted with seven sources representing a variety of cyber security stakeholders in Indonesia. Using content analysis and the application of Cyber Security Civic Discourse, Three Tenets of Cyber Security, and Copenhagen‟s Securitization Theory, this research highlights two important points. Firstly, there are two ways the negative impacts of the Indonesian cyber security culture affect the Indonesian cyber security policy; firstly as the primary source of cyber threats and secondly as the most vulnerable part in the cyber security system. Secondly, all of interviewees believed that cyber culture is the most important element of cyber security policy, however this research finds it has not been addressed optimally within the policy. This study contributes to the existing body of knowledge in two major ways. Firstly, it broadens knowledge about cyber security culture to help address the lack of research on the cyber security issue in developing countries. Secondly, it strengthens the previous finding on the significance of cyber security culture as the main pillar of cyber security policy strategy. To create a quality life balance for the lives of urban and rural communities, it is necessary to maintain the functions of the environment and social functions in a quality manner. So that required a comprehensive planning of urban spatial. Urban studies place space as an important point in any decision-making. As Davis Harvey has pointed out in his 1988 "Space of Hope" book, and "Rebel City" in 2012. Urban problems are emerging in various cities in Indonesia. This is in line with the growing city and make the periphery as a region that moves toward the development of the city. As experienced in the East Coast area of Surabaya (Pamurbaya). This study uses urban space theory proposed by Bryan T. Downes to explain some of the problems related to urban areas, especially with regard to physical problems; related to conditions of environmental quality (air, pollution). To obtain information in accordance with the problems that have been formulated in the research and research objectives, this research is directed to a descriptive form using a qualitative approach. Research takes the object of Surabaya as one of the developing cities and has been awarded in urban spatial planning. By searching data through in-depth interview technique with research subject determined purposively, Observation, documentation. The data obtained were analyzed qualitatively with explanative descriptive model. Result of the research discribtion the polemic of the Regional Spatial Plan Regulation (RTRW) no. 3 of 2007 which is seen government inconsistent interpretation of the regulation about concept of toll road in the middle of town, protected area (mangrove forest), green open space and others. The results of this research found a new theory about the metamorphosis of pressure groups into political parties. The presence of Hizbut Tahrir Indonesia is purely political. Almost all of his movements are political. All the problems that occur in this nation, Hizbut Tahrir Indonesia always offer solutions with laws of shari‟a or in accordance with Islamic's law and replace the existing power with the Khilafah Islamiyah. The political activities of Hizbut Tahrir Indonesia can be assummed as an informal political party or an extra-parliamentary political party. From 2015 data report, serviceability and service level achievement is not reached 90%, its caused of some equipment being prepared, using by another branch, some equipment idle. The method used is descriptive statistic, using mean calculation, mode, median and standard deviation to find deviation of readiness of ground support equipment. Sources of data used are primary data obtained through interviews to key person, while the secondary data used is the report serviceability report, service level and bibliography. The purpose of this study is to describe the characteristics of organizational culture in the Office of Revenue Management Finance and Regional Assets Regency of Tasikmalaya. The usefulness of this research, theoretically is to increase the knowledge insight related to the characteristics of organizational culture in the Office of Revenue Management of Finance and Regional Assets Regency of Tasikmalaya and practically the results of this study is expected to be input and consideration for the Office of Revenue Management Finance and Regional Assets Regency of Tasikmalaya in improving the characteristics of organizational culture. The research method used is descriptive method that is research done to know the independent value that is characteristic of organizational culture without making comparison, or connect between variable one with other variable. The variables studied include organizational culture characteristic variable, measured from dimension: innovation, stability, orientation, orientation to the collaboration. The results showed that the characteristics of organizational culture in the Regional Financial and Revenue Management Office Regency of Tasikmalaya were high. The government performs that function, to regulate society and business actors by using public policy. In terms of public goods arrangements, the government is required to have consistency of bureaucrats, from top bureaucrats to street level bureaucrats. This consistency is essential to good policy implementation. This study finds relevance between the role of bureaucrats in the field and the implementation of public policy. In the case of black public goods (prostitution) arrangements, the role of bureaucrats in the street level should be the policy of prohibiting prostitution, but these bureaucrats actually do the reduction and modification of policies with their own wisdom. Ultimately, prostitution is still consumed by the public in disguise. Reduction and modification of prohibited prohibition policies, which can be called 'real policies' to organized and manage these public black goods stakeholders. This study recommends one thing. The achievement of good governance in the regulation of public goods, should heed the policy-making process that adopts the votes of bureaucrats in the field, because basically, they are the real decision-makers. Policy-making based solely on 'desk-over' analysis, will be forced to face modifications and policy reductions, which have been decided. With the innovation of service process to this hospital, it is expected to be easier to get birth registration service, rather than having to take care of directly to the Department of Population and Civil Registration. This research uses qualitative method with case study method. Informants consist of 10 people with snowball sampling. Using the implementation model of Daniel A. Masmanian and Paul A. Sabatier (1983) with three groups of variables, which are (1) the character of the problem; (2) ability to perform statutes on the implementation of the structure; (3) non-static variables affecting the implementation. The results of the research described that the innovation effort has not been in accordance with the expectations of the community. This research method is using a type of qualitative approach with descriptive methods of analysis and sampling purposive technique. Methods of data collection was done by way of preparation for field orientation (pre-research), interviews, observation, literature study and documentation. Data analysis techniques used were observation and field data triangulation with theory. Based on these results, the conclusion show that: (1) the process of implementation of Mayor Regulation Nomor 35 Tahun 2015 on Kartu Identitas Anak (KIA) in Depok is not maximized, but the process is running already on the right track. Stakeholders organization known as Destination Management Organization (DMO). DMO form a Local Working Group (LWG), which the members are form community around destination. The problems appeared in 2011 , because the members of LWG Jakarta Old Town didn‟t have skills and capabilities to run DMO concept. All members of LWG must have a sensemaking to be a tourism organization, through many workshops, tranings, disscusions and meetings, which facilitated by the goverment. The organizing process have an obstacle, because there are some differences of communication style and pattern between the LWG and the goverment. This research objectives are to go deep into process organizing of LWG Jakarta Old Town from 2011 to 2015. With constructivism paradigm, modification of Schein‟s Model of Culture organization dan Karl Weick‟s Theory of Organizing. Qualitative research method, with single intrinsic case study, and multi level analysis. The reserch find, LWG Jakarta Old Town have develop from a non competence organization to a competence tourism organization, and contribute on community empowerment for the destination. LWG as a formal organization, behave like a non formal organization. Organizing process through formal and informal communication between LWG members, and between LWG and the goverment. First, decentralization policy served as an instrument to ensure the unity and integrity of the Indonesian state. Secondly, by devolving power to the region, regional government could deliver better public services for the benefits of its own community maximizing the potentialities of its own resources. Seventeen years after the implementation, to large extent, decentralization policy has been able to achieve its first purposes by providing local elite political avenue to engage in the political competition at the local level. However, decentralization policy has not yet been successful to achieve its second goal. The year 2016 AJIB launched by the Department of Investment and Integrated Service One door DKI Jakarta. Licensing and non-licensing file transfer services aim to facilitate and provide solutions for Jakarta residents. This study aims to determine the form of innovation service shuttle picking permit (AJIB) and know what factors are supporting and inhibiting service AJIB. The purposive sampling technique is used to determine the informant. The method used to obtain the research data is the method of observation, interview and documentation. Data analysis used triangulation by Miles and Hubberman. While the indicators used to determine the form of service innovation AJIB using 4 indicators presented by Delafrozz. The result of innovation research of shuttle service is a new and unprecedented service in DKI Jakarta. Systems used by AJIB use online and offline technology. Offline technology to order AJIB services via a telephone line connection to AJIB call center 1500164, while online AJIB service orders use the mobile app and whatsapp. Interaction with the applicant is also well maintained through AJIB 3S service SOP (Smiles, Sapa and Salam). The development of new services is Mobile Service Unit (MSU) and AJIB priority. AJIB service delivery system gets good performance by the community as applicant, but AJIB get constraint from external factor that is weather and congestion. The conclusions of the results of this study at AJIB use two technologies, first online and offline technology. The innovation of Documentation Network and Law Information (JDIH) has been created by South Tangerang City. JDIH has published many informations of JDHI‟s products as one of public service innovation in South Tangerang City. This study aims to determine the benefits of public service innovation by website of Documentation Network and Law Information (JDIH) South Tangerang City. This study uses qualitative method with descriptive approach. Data were collected through depth interview with Head of Division and staffs of Division and some citizens. Then, it has been completed by collecting secondary data. The results of this study conclude that South Tangerang has created the JDIH Website which aims to publish all law products in South Tangerang City. Citizens can access the website but sometimes it‟s rather slow in opening the website. In order to intensify small and medium enterprises, the government makes policies on improving small and medium enterprises in the framework of entrepreneurship. Therefore, researchers need to examine government policies concerning small and medium enterprises (SMEs) in developing entrepreneurship. This study aims to describe and find the right policy model for the government to support small and medium enterprises in developing entrepreneurship as one of the efforts to create a populist economic system. The method used is descriptive method with qualitative approach with data collection through literature study and documentation. The expected result of this research is to formulate the right government policy model to support small and medium enterprises. The result of the research shows that government policy is based on five strategies, among others: 1) Increasing the quality of human resources, in this strategy strengthening the entrepreneurial sector by doing the arrangement and development in the field of education, training, assistance in encouraging support for personal quality improvement will start entrepreneurship. 2) Increased access to financing and expansion of financing schemes, through the development of financing institutions / cooperative banks and SMEs, as well as optimization of nonbank financing sources, 3) Increasing and adding value of products and marketing coverage, expanding the application of appropriate technology to diversify products based on value chain and (5) ease, certainty and business protection, harmonization of sectoral and regional permits, reduction of types, fees and time of licensing arrangements, enhancement of effectiveness of enforcement regulation of fair business competition. In Indonesia, primary health services were in Puskesmas by medical service unit called Posyandu. Posyandu Kuntum Mekar which located in the village of Jaya Mekar, Padalarang is one of the best posyandu at provincial and national level . The cadres is an important part of the success of posyandu in providing health services for toddlers and elderly. The Cadres has no background of health education, but they are responsible to educate and provide information and health services to the community. This study uses qualitative methods and approaches of Phenomenology. The results of this research show that people‟s motive to become cadre of posyandu is to get involve in social activity. The cadres get health information from midwives and technical guidance from the Government counselor, for the cadres of posyandu, communication skill is important to deliver information to the community. The purpose of this study is to determine the knowledge, skills and expertise of students related to the information seeking behavior of New Media. While the method used in this research is by quantitative descriptive approach, using purposive sampling technique as the selection of certain people in accordance with the criteria specified by the author. Then for data collection is done through questionnaires, observations, interviews and literature study. Based on the results of research known that the students have started accustomed in using electronic and online based media in the study, but the knowledge to search effectively and efficiently is still low. This study will examine how comunication and information technology as media learning ini SMPN 2 Padalarang West Bandung regency. The research method used is qualitative research method with case study approach. data collection technique is by interviewing the vice principal and teachers in the environment SMPN 2 Padalarang West Bandung regency. The result of the research shows some strategies in utilizing communication technology as media facility of pursuit, such as the use of computer as a means of examination, facebook pemkaian as a homework for students and also collaboration with academics from ITB in developing elearning based application called SES smart system program. The conclusion is that various communication technology utilization strategies are conducted and entered in the hidden curriculum, because comunication and learning technology is not included in the official curriculum. The long-term goal of this study is to discover how the characteristics of meaning and commentary on the international and national community. While the specific target in this research is to find how the construction of opinions constructed by the campaign team of Jakarta governor‟s candidates and the citizen‟s response to 411 rallies. The study is using netnography analysis from Robert Kosicki, because netnography is able to dissect the meaning of the existing community in online media. The data comes from the YouTube selected based on the title of the demonstration case on 4 november 2016 in Jakarta. The data is titled "Documentary 411, Jakarta - Indonesia" and "Indonesia: Thousands rally against blasphemy in Jakarta". After going through the process of data selection, then the data will be analyzed using Kosick‟s netnography method to find out how the Youtube community define rallies from the impressions on YouTube. Since it is not marketed through a commercial distributor line, indie film practitioners or indie filmmakers must be smart and intuitive in searching for opportunities to promote their work to a wide audience. Although there have been many indie films by Indonesian filmmakers who won numerous awards both nationally, regionally and internationally, but the funding problem often hindered their efforts to market their works, so only a handful of spectators who enjoyed the indie film. This problem was attracted the author to do research on the marketing communication strategy of national indie movies In this article, the authors use qualitative research methods, precisely descriptive-qualitative research methods. Interview techniques, observation, library study and Focus Group Discussion (FGD) are used to collect all of research data. Data analysis using case study method.The author has conducted interviews and FGDs with two young producers who are also indie practitioners in Indonesia, namely Ifa Isfansyah (Fourcolours Films) and Ismail Basbeth (Hide Project Films). The research results show that indie filmmakers in Indonesia, especially in Yogyakarta, make film festivals (both national and international) as the main marketing medium for their works. Pattani Thailand students in Islamic Faculty of Riau Islamic University (FAI UIR) is one of the example of cross cultural case. There was a report related to this problem, the head of study program in FAI said the it is hard enough for the faculty to keep good relation and communication with the foreign students. In conclusion of their problem are the foreign students don‟t want to mingle with other students, late respond and lack of coordination with faculty. However, Kim 1979 stated that similarity has important roles to adjust to the new society for the foreigner, but what happened in Pattani‟s Thailand students seemed different while they already studied since 2013 but the report still the same from the faculty. This research used qualitative method to understand the problem while also finds the answer about the barriers faced by the students toward their academic environment. The subjects of this research were ten students of FAI UIR that in various semester above one year study. Data of this research was obtained by holding focus group discussion. In Indonesia, the prevalence of this disease is increasing from year to year. To reduce the number of cancer patients, Indonesian Government through Ministry of Health has variety of efforts, including communicate to people about the important of having healthy lifestyle so that cancer can be prevented. Communication through education about cancer and healthy lifestyle conducts by several mediums and one of these is through Public Service Announcement (PSA) on television. PSA is needed to raise awareness about cancer among people and give them understanding about how to prevent cancer by implementing a certain lifestyle. It takes proper persuasive communication so that the PSA can perform its function to influence people to change their behavior in a positive way. This persuasive effort becomes interesting to be studied considering persuasive communication is related to various aspects, such as attitude, behavior and knowledge of target audience. In the context of cancer education, persuasive communication is needed to convince people to be more concerned about cancer by implementing a healthy lifestyle so that cancer can be prevented. This study aims to find a pattern of persuasive communication about cancer education in PSA to support behavior change in society. The research was conducted in Cirendeu, Ciputat. Data survey was obtained from the students of the University of Muhammadiyah Jakarta and advertising practitioner who became informants. The research method used is qualitative descriptive, through data collection procedure of FGD and in-depth interview. The data is analyzed qualitatively which is then interpreted and presented in the form of a description or narrative followed by conducted theoretical interpretation to give meaning to the result of the research that has been done. Result of this study was indicate that communication pattern of PSA about cancer education refers to these three important things; first, endorsers, second, message execution approach such as animation, and third longer duration for presenting more detail information. First, informants prefer endorsers who are considered close and familiar with their daily lives. They also had trust with medical workers to endorse cancer prevention. Second, animated version is considered a fairly appealing advertisement message that is easy to understand, keep in mind and able to provide solutions for cancer prevention. The unique, local animal character like “Kancil” brought PSA into energetic and passionate message to the informants. Social media is the tool used to create this indistinguishable area. „Living fake‟ or „not living the reality‟ is seriated by the vary acts of hedonism. Not like in the early modern age, hedonism experienced by millennial generation is somehow more disruptive to the massive scope of the generation rather than to the individual itself. In order to sort the issues from the tiniest scope of the wrongdoing individuals to the widest range of moral catastrophe, mentioning some problems created by the misuse of social media can be useful. Mass media and social media have an important role in the representation of cultural identity within the community. This paper uses qualitative methods, explains how social media account @d_kadoor be a representation of the local languages in social media also showcased a cultural identity that is owned by the people of Indonesia, as can be seen from the topics taken by Kadoor in his videos. Social media account @d_kadoor has become the media in intercultural communication where we can learn about other cultures. However, although social media provides convenience and opportunity in interpersonal communication, the subordinates still felt that there is a boundary to communicate with the superior. This study aims to know behavior of self-disclosure between superior and subordinate in The Audit Board of the Republic Indonesia (BPK RI) through Facebook. This study used in-depth interview method and observation of selected informants for data collection. Informants selected based on position, how long the informants working, how long the informants have the Facebook account and liveliness to use Facebook to communicate. Based on analysis of data collection, it can be concluded that self-disclosure between superior and subordinate in social media, through Facebook, creates a new opportunity to establish interpersonal relations and changing the way to communicate each other. There are many factors that affect the speed of the development process of interpersonal relationship or instead decelarate. It is revealed that the disinclined also influence the way subordinate to disclosure themselves. People feel much easier to get health services compared to the past which healthcare services was very expensive. Beside its success, the program still frequently receives critics from patients, which do not get any satisfied services like limited health facilities, unqualified drugs, hospital rejection, late treatment, very bureaucratic, and etc. Therefore, the author is curious to know more about the quality of program JKN services especially at Bhineka Bakti Husada Hospital in Pamulang which is one of private hospitals in South Tangerang which has started as a provider JKN since July 2014 and also its constraints. The research used qualitative research approach and used descriptive analytic using interview technique, literature study, and observation. My findings were based on the quality of public services in terms of five dimensions of public services, which are Reliability, Responsiveness, Assurance, Empathy, Tangible and that the hospital has a good reliability and responsiveness in giving JKN services. In fact, the hospital needs to improve assurance, empathy and tangible dimension. Constrains of the implementation the program mainly caused by internal factors that are conflict interest and mismanagement. The same thing is found in Sukabumi that shows a poverty rate of 8,05% . Therefore, poverty needs special attention in order to its citizens as a whole achieve a better and more humane welfare. Educating and prospering the community is pursued through a strong commitment through simultaneous and sustainable poverty alleviation programs. This research describes the picture of poverty and poverty reduction program by using descriptive qualitative research design. The informants used were civil apparatus representing Regional Device Organizations such as Development Planning Agency at Sub-National Level (Bappeda), Social Agency, Medium Small Business Cooperation (KUKM) and Community Empowerment Board of two persons each. In addition, community leaders who run the National Community Empowerment Program (PNPM) from Baros District, Waru Doyong and Gunung Puyuh which are represented by seven people each. Data collection techniques were conducted by interview, focus group discussion, and observation, while data validation was done by using triangulation from various sources both primary and secondary. The results of this study provide a picture of poor people in the city of Sukabumi as much as 8.05% or 311,822 people and the trend decreased poverty every year spread in seven districts. The poverty depth index is 1.17 while the severity of 0.25. This index is still below the national and provincial index of West Java, while the poverty reduction program in Sukabumi City is conducted by the Coordinating Team for Poverty Reduction. This paper will describe the results of a capacity building study of community leaders in participatory planning of rural development. The study was conducted at Kondangjajar Village, Cijulang District, Pangandaran Regency through a workshop attended by community leaders from village officials, RW heads, dusun heads, members of BPD, and from the community itself. Aspects of the capacity of actors are examined on the basis of elements of the principles in the implementation of participatory planning: proximity, equity, commitment, verity, objectivity, and problem locality. The results of the workshop show that on the element of closeness there are still doubts about the thoughts of others. Although respect for others can be shown, but in the process of discussion there is still dominating efforts. Characters can accept collective decisions with openness to their personal attitudes. In looking at the reality of the figures still tend to be subjective according to their interests even though they can already limit the problem at the local level. The Children‟s Rights International Network (CRIN) has published a new guide for advocates seeking legal avenues to protect and defend children‟s rights. Child-friendly city introduced by Minister of State for the Empowerment of Women and Children in 2005 through Child-friendly city‟s regulation, they created regulation Number 2/2009 concerning the Municipal Decent City Policy to ensure the children‟s right in a region are fulfilled. Following up on the national policy, each local government declared the policy about Child-Friendly intended to protect the rights of children adapted to the children‟s needs. Depok‟s government has started with child care program since 2010. Depok‟s government committed to being child-friendly city. Currently, Depok has 16 child-friendly sub-districts which spread in 11 districts in Depok. One alternative that can be used to optimize the potential of women to improve their standard of living is by entrepreneurship. It is undeniable that currently there are 14% of female head of households of the total population with welfare levels below 40%. According to that fact, it affirms that involvement of women in development is very important. The purpose of this research is to analyze the participation of women in effort to increase family income through one of the programs owned by Rumah Zakat. Income that became one of the real indicators to rehabilitate certain circumstances became the main goal of the program that implemented by Rumah Zakat. The method used in this research is quantitative method with descriptive research type. The result showed that from 941 samples used, there were 712 (76%) female beneficiaries, and 229 (24%) beneficiaries were male. But in fact, the poverty that also attached to the children is an obstacle to the fulfillment of children's rights in accordance with what is listed in the UN Convention on the Rights of the Child. To cope with these situation, optimizing zakat is certainly one of the alternatives that can be used. Through the optimization of zakat, the child can fulfill his rights in accordance with the contents of the Convention such as the right to survival, the right to grow and develop, the right to protection, and the right to participate. The research method used in this article is qualitative method with descriptive qualitative research type. Methods of data collection used is by interview, observation, and documentation study. Based on the result of this research indicate, until June 2017 through zakat optimization which has been done by Rumah Zakat has provided free education access to 2,006 children, and 6,578 scholarships for children education throughout Indonesia. In addition, through the optimization of zakat that have been done has successfully provided assistance to 15,303 child beneficiaries, through the health programs provided. This study was conducted in 2016 using document review, roundtable discussions and decision consensus meeting participated by experts and practitioner.The contribution of business sector to protect children at the workplace related to hospitality business shows through the prohibition on employing children set out in the Laws on Child Protection and Manpower and local Government regulation on Tourism. Violation of the law occurred due to the lack of monitoring and supervision from competent authority. Children are also market of business either as consumer. There is lack of information and awareness can lead to business jeopardizing children‟s rights. There is no hotel regulation to prohibit hotel guests bringing children who are not their family. This creates the opportunity for guests to use a hotel as a place to commit children‟s sexual exploitation. Some hotels have also adjusted their standards on ethics and appearance of apprentices. However, lack of monitoring and supervision as well as lack of law enforcement are still the main challenges in this area. There are at least 2 Laws related to communities and environment:1) Law on Limited Liability Companies requires; and 2) Law Number 25/2007 on Capital Investment. If business did not comply with these rules, it will be sanctioned. Ibn Khaldun's concept as outlined in his great work "Al Muqaddimah" written in the 13th century, is really relevant highlight the process of education in Indonesia. Scientists argue that human developing cannot be separated from the culture in which he is. When we talk of a culture here, we are not just referring to an ethnic group, a certain ethnic or ethnicity, but rather a construction of the process integration of multiple dimensions such as religious, ethnic, cultural, and social-cultural backgrounds in all human life. The integration process is characterized by the significant collaboration of the various cultures that are owned and involved in the education. I called it “the multicultural process in education”. In General, the process of internalization of values and religious norms is accepted, supported and developed, agreed upon and used as a guide by its ummah of any culture at all the joints of his life, therefore, it is assumed that religion is quite dominant in the colouring process of multicultural education. The values of religion have experienced a process of standardisation into actors/agents, who then reproduce in its behaviour. How does religion play a role in education and the implications for the formation of people's behaviour in Andalusia, Spain carries the thought of Ibn Khaldun to the concept of education in a unique and different to those we find in the development of science. The thought of Ibn Khaldun has later inspired the author to observe the development of education in Indonesia at the era Joko Widodo who assume that intolerant and radicalism tends to emerge from the Islamic religious education in schools. Observing the development of social transformation trends in the era of globalization and the development of the humanities issue, a movement has occurred to put scientific dialogue relating to the West and the East on the actual position. The development of these trends enters the postpositivist era, questioning and re-evaluating the fundamental problems such as findings, subsequent representation of the field, the qualitative description, issues of ethics and emic. Both the large issue is closely related to methodological issues. Consequently, there is a criticism of the Social Sciences' perspective in studying Islam using the basis of orientalism theory, which negates the study of Islamic teachings when describing the behaviour of the Islamic community. They are scattered in several areas in North Sulawesi Province namely the City of Bitung, the District of Sangihe Islands and the District of Talaud Islands. In the City of Bitung and in the District of Sangihe Islands they are treated as foreigners and get resistance from the local population. On the other hand, there are 321 migrants from southern Philippines in the District of Talaud Islands who have been confirmed as Indonesian citizens through the provision of Indonesian Identity Card (KTP) from 2010 to 2014. This study examines the identity of citizenship of migrants and driving and pulling factors the migration of the descendants of Sangir-Talaud and the Filipinos from the southern Philippines to the territory of Indonesia. This study applies a qualitative method, and implemented in the District of Talaud Islands. The data is collected through in-depth interviews and literature study. The informants are migrants from southern Philippine who have already obtained Indonesian citizenship. The samples used are purposive sampling and snowball sampling. Data were analyzed through three stages, namely reading the transcript, categorizing and contextualizing. The results show that: first, the identity of citizenship of migrants from southern Philippine settled in the District of Talaud Islands consists of : (1) Philippine citizen; (2) has an ID Card as an Indonesian issued by the Consulate General of the Republic of Indonesia in Davao City; (3) has no identity or ID Card as an Indonesian (undocumented citizens) although still descendant of people of Sangir-Talaud. Second, the driving and pulling factors that population migration from the Southern Philippines to the Talaud Islands region are: (1) economic problems in the area of origin; (2) security issues in the area of origin; (3) solicitation from certain parties. This research method used preferred reporting items for systematic review and meta analysis (PRISMA). It was conducted by tracing quantitative and qualitative research related to the prevention schemes for preventing NCD and screened by using prism flow diagram. It identifies the low productivity of corn peasents competence in the management of farming has not been optimal. Besides moisture corn by KA 35% - 40%, indicating that the competence of peasents in post-harvest handling is still less so that peasents can not meet the standards prescribed by the feed mill the water content of a maximum of 14%. Corn peasents in Central Of Javaare currently at 80 percent have yet to implement appropriate post-harvest technologies applicable standards (Soefian, 2014). Corn cultivation requires human resources (HR) peasents who have entrepreneurial competencies that peasents in addition to master the knowledge and insight into the techniques of cultivation and also had managerial competence as a reliable farmer. Peasents who have a positive competence make it as a farmer creative and innovative as an entrepreneur in the field of agriculture. This study used a qualitative research with the number of sources by 25 votes corn peasents. The study was conducted in June-August Month Year 2017. The results found that corn growers in South Central Of Javaregency have a moderate level of competence, meaning the technical ability in corn cultivation has average productivity 6-7 ton / ha, is already doing diversification farming corn, corn farming has been able to manage an area of 4-8 hectares, and is able to seize opportunities corn farming in accordance with market demand. The results showed also that the corn growers in Grobogan regency have 4 types namely the type of technical entrepreneurial competencies, futuristic type, types of managerial and universal type. The research was conducted at Sendangagung Village, Minggir, Sleman, Yogyakarta Special Territory. The population of the research is the whole community of the village. The research employed as many as 102 respondents as the sample taken by probability sampling technique. The data of the research are obtained through observation, interview, questionnaires and library study. Then, descriptive qualitative method was employed to analyze the data and to formulate the opportunities of developing sustainable tourism at Sendangagung Village. The research found that respondents showed significantly high tourism awareness. On the other hand, there was a slight doubt on the marketing strategy, whether or not the village had formulated the proper marketing strategy for the tourism activities in the village. As for the social entrepreneurship intention, the research found that the village community showed a positive response to the activities intended for social welfare. However, they were not sure whether they could be able to take part on such activities due to the lack of capacity in doing so. The effort to improve smashing skill is done by using the method of volleyball smashing training. This model combines the components of smashing techniques and physical strength as the support for the smashing technique, which used the method of drill and games. The purpose of this research is to examine the effectiveness of volleyball smash training model. This research used quantitative approach. This research type was an experiment with randomized control group pre-test and post-test design. The population of this research was every volleyball player in every senior high school in Jakarta. The sample of this research was 60 players with 30 players in the experimental group and 30 players in control group. The instrument used in collecting the data was the test of volleyball smashing accuracy. The technique in analyzing the data was tTest. The result of this research showed that volleyball smash training model were able to improve volleyballsmashing skill with the result of t-calculation 6,924, t-table 2,045. Based on the highly valid validity of the 2012 KPK integrity survey, the Depok City Government scored below the standard. However, the Depok City Government also created an internal survey that measures the public satisfaction index for services in Depok. This survey was conducted based on the instructions and methods established by the Ministry of Administrative and Bureaucracy Reform for 21 types of regional services and implemented by third parties. The results of the survey indicate that public satisfaction with Depok City Government services has continued to increase over the last 5 years (2005-2011). Therefore, it is necessary to conduct research on the role of administration in preventing corruption in the implementation of sustainable development in Depok City. Based on some political theory, executive as state agency are politically controlled by legislative and are juridical controlled by a judiciary, so state administrative officials carry out executive functions so juridical control judiciary are state administrative courts. In addition, public service is the social rights of society (social rights). Social rights are the rights to receive and the rights to receive from the government, therefore the government organizer is obliged to provide the best service to the community. However, the implementation of public services has not been well received by the community. Governance And Decentralization Survey (GDS) 2012 found three important issues that occurred in the field of public service delivery, first, the magnitude of service discrimination, Second, there was no certainty of cost and time of service, third, low level of public satisfaction with public service. Likewise in the field of religion, many young people are reluctant to read religious books and read al-quran. They are more active to play their social media accounts than to study religion. Therefore, using social media accounts such as instagram to distribute Islamic-themed content, is a new alternative to providing positive religious information. This article tries to see how medsos (instagram) is used as a way of preaching that targets young people. The research method used qualitatively with data collection techniques to observe on @ rbayuaji account to see how Islamic content is shared through the media. After that the data is interpreted by using Rolland Barthes semiotics theory. The results show that this account provides information to the public about Islamic-themed studies: from fragments of hadiths to commandments of worship. The goal is to describe the use of social media as a source of news, agenda setting in planning, determining and selection of news and the preparation of news program rundown. It also describes the use of social media to increase the number of news viewers. This research use qualitative approach with qualitative descriptive method. Data collection was conducted by interviews with key informants and obeservation. Interviews were conducted with Indosiar's news manager, SCTV, as well as news producer Indosiar and SCTV. The study yielded the following findings; First, Indosiar and SCTV make information in social media as a source of news, by first checking by doing coverage to the field. Information on social media is used if the coverage team does not have news material. Second, Indosiar and SCTV do not make information in social media as setting agenda in planning of coverage. Agenda setting is based on issues and events that are of concern to the public and in accordance with the audience segment. Third, Indosiar and SCTV do not use social media for benchmark to choosing, deciding news and compiling rundown news programs. The selection of news and rundown programming is based on events and issues of concern to the public and tailored to the audience segment. Coverage for homecoming flow during Eid Al-Fitr holiday, is an annual program conducted almost in all television stations in Indonesia. News about traffic congestion, was being awaited for public road users and their family. Ordinary television stations did live broadcast (live report) so that the information carried was a condition that was real-time. There must be some obstacles for live report news production for its real-time characteristic. Concerning about that, using drone for this news production needs deep knowledge related to visual broadcast material based on drone, how to operate, required technology, and also technical and non technical constraints that may occur during the production process. This study is intended to find a description of the use of drones in the production of live news reports on television. The research method used is descriptive qualitative, with the procedure of completion of in-depth interview data from key informants of outer broadcast producers, reporters, drones cameraman and correspondence with professional pilot drones. The theory used is based on television news production stages theory. Data from informants was analyzed with this theory and other literature study. The outside culture that came through communication technology, making young generation like other countries culture more than local art. Therefore, to introduce traditional arts to them, it needs communication strategies that they can accept well and easily understood. This study aims to determine the communication strategy used by Indawati Lukman, owner of Studio Tari Indra (STI), in introducing traditional dance to the young generation. Through qualitative descriptive method, this research found that STI used two communication strategies, that is internal communication and external communication. Internal communication is done to reinforce the message to be delivered. This research used survey method and laboratory approach. The snacks sampled in this research were obtained directly from the sellers in School. Sampling was done randomly. Each sample was analyzed by using simple borax test kit. Furthermore, the data is reinforced by LABKESDA Laboratory Tangerang. The data were also obtained from interviews with sellers and schools. The results showed that from 19 schools, 16 of them contained borax positively, only three schools were contained borax negatifely. From the results of Laboratory analysis on 98 food samples, 58 (59.79%) positively contained borax and 39 (40.21) did not contain borax. The interviews concluded that sellers are free to sell at school without any prohibition or supervision from the school and related offices. In conflicts, women are regarded as vulnerable groups. Women's experience of conflict is unique and different from men. This study aimed to: 1) Identify the impacts of violent conflicts in Indonesia for the women who experience the conflict episodes; 2) Analyse the experience of women in facing violent conflict situations in Indonesia; and 3) Investigate the role of women in managing violent conflicts in Indonesia. The agency model in gender and development analysis is used to address the research aims. The results are that communal conflicts in Indonesia has several impacts for women in terms of social reproduction, livelihoods and participation in society. These impacts and experiences are related to the 5 expressions of women's agency. Women can actively participate in the three phases of conflict so that they can have a role in conflict prevention, peacebuilding process, as well as rehabilitation, reintegration and reconstruction post conflict by participating both in formal level (politics) or informal levels personally or in women's organizations. The Presidential Decree (Perpres) No. 18 Year 2014 as a result of the collective agency of women experiencing conflict is to be celebrated.
