POLA REKRUTMEN PENYELENGGARA PEMILU TINGKAT PPS DAN KPPS UNTUK PEMILU YANG BERINTEGRITAS

Abstract


The implementation of qualified and integrated
election is one of the problems that hinder the
development of democracy in Indonesia. To overcome
such problem, professional, independent,
and accountable administrators are required. Recent
elections, both legislative and executive elections
(to elect president and regional heads), have
always been tarnished by the unqualified election
organizers. This research discloses the factors that
cause the weakness of the Voting Committee (PPS)
and the Voting Executing Group, and tracks the
recruitment process of PPS and KPPS, which is essential
to produce qualified and integrated election
organizers. This research finds out that the factors
causing the weakness of the Polling Committee
(PPS) and the Voting Organizing Group lie in the
recruitment process and policy. This research employs
theories concerning democracy, election, and
recruitment of election organizers. Data was collected
through Focus Group Discussion, document
studies, and in-depth interviews, all of which aim
to obtain explanative details of the final results.
Case study was taken in South Tangerang.
