Abstract


ABSTRACT
Public service is the right as well as the responsibility
of every citizen. Throughout life, people need
the service of others. Local governments are required
to provide qualified services to their communities.
However, services obtained by the community
are often far from expectations. This research
wants to answer the question: 1) How to measure
non-permit services quality in Cibinong District,
Bogor Regency 2) What are the supporting and
inhibiting factors of the services? This study aims
to analyze the measurement results of non-permit
services quality in Cibinong District, Bogor Regency
and to know the supporting and inhibiting factors.
The measurement employs the Ministerial Decree
of the Ministry of Administrative Reform No. 25 of
2004 on General Guidelines of Satisfaction Index
for Government Agency. The research is descriptive,
with qualitative approach. The informants are
selected purposively and accidentally. The data collection
is through interview, observation, and documentation
study. Data was analyzed by applying
six step of testing from MacNab. Data was verified
through triangulation. The results of this study
indicate that the quality of non-permit services in
Cibinong, Bogor Regency is not optimal, so it needs
to be improved.
